To prevent concrete settling, soil compaction should be a prerequisite for any exterior concrete flatwork. To prevent stress damage to fixed construction, concrete expansion joints should be applied wherever exterior concrete flatwork butts up against fixed construction. Require these tasks be done by calling them out as line items in your new home specifications which you append to your contract with your home builder.
Unless you have undergone a similar situation it is hard to wrap your mind around the effects of a natural disaster, but you can learn from others. The recent earthquakes in Japan tore down homes and the subsequent tsunami carried cars through the streets and collapsed any structures still standing. The exceptions to this however were the newer steel framed metal buildings.
